Please can you elaborate where exactly the premises will be in relation to residents? Why build something new when there are empty units?
The applicant has placed this in advance of applying for planning permission, which will be for construction of a new bar and cafe to be built on the dockside.
The request for a license does not need the venue to be built at the time and is sometime used by applicants to see if they will be granted a license before embracing on the more complex and costly planning process.
Licencing does not look at the viability of a scheme is legally restricted to the licencing objectives only.
I believe its the replacement for Dock29 which is already under construction at the dockside.
I’d be concerned about the application for extended hours on a Thursday night considering the area is primarily a residential area.
Allowances can be given for a weekend nights since the majority of people wouldn’t be working.
I’d also be interested if the council would look to place conditions on the licensee around excessive noise, and litter.
Environmental Protection will make a representation from their professional point of view. This hasn't been given yet.
I've also asked for the hours of the other nearby venues and I'll make a judgement base on this and the views of local people whether I wish to ask for an alteration of hours and then attempt to negotiate with the license applicant.
But I need to see the other hour’s venue hours first.
Where exactly in the dock will this be based?
My only concern would be excessive noise coming from the venue. Loud music and the noise from crowds of drinkers at Dock 29 was a problem for a time. It'd be a shame to disregard the people who live here for a shiny new bar / profits.

From what I can tell from the image, they're looking to build this on the side of the dock near the Royal Armouries but they appear not to have submitted a planning application yet.

Planning now submitted 20/02668/FU . Having had to deal with and eventually submit complaints about noise for Dock29 in the past I'm very worried this will significantly impact residents at the Docks.

This sounds amazing and cant wait for it's arrival.
I'm not opposed to the principal but I think the application requires improvement to balance the needs of different users of the dock.
