I have submitted the following comment to the above application which is of importance to local constituents:
The proposed bar would add an important amenity to the area in line with the vision of what was proposed for the original Clarence Dock redevelopment, as a mixed use area. In this regard, I welcome the proposal. However, I do have concerns which should be addressed to make the application acceptable. I do not believe any of these are insurmountable with the application of good design
: I’m pleased the applicant has now agreed to restrict the hours of alcohol sale and external site use as set out in their separate premise license application – which at the time of writing this comment, has still not yet been determined. However, I have the following concerns about the building itself, stated below:
The use of shipping containers poses a significant risk of noise transfer. Officers will need to very carefully look at what materials will be used to line these. Absorbing internal noise to prevent transference to the external environment will be vital to protect the amenity of the large surrounding residential population- particular on an evening.
This will also need to include any plant used to maintain the bar, which may impact on the external appearance of the building itself.
Thought will be needed on how to reduce possible noise issues caused by the external metal staircase.
: The plans as shown, so far do no appear fully accessible. The top floor is not accessible to those with physical disabilities as shown so far. Officer will need to work with the applicant at address this, as a new build should be accessible by default
