20/01677/FU | Continued temporary use of land for the unloading of rail delivered aggregate and storage of that aggregate for use within the adjacent asphalt plant and distribution into the Leeds Construction market | Hanson Quarry Products Europe Ltd Coating Plant, South Accommodation Road, Hunslet, Leeds, LS9 0RT.
I have submitted the following comment to the above application which is of importance to local constituents:
The principle of use at this site(s) is accepted due to the current ongoing use but I would ask officers to address concerns around the conditions imposed on behalf of H2010 residents due to repeated instances of dust and mineral deposits on their estate and of the possible impact of returning wildlife to this section of the Aire.
From a look at aerial photos of the site(s) (current and historical), there appears to be little to no dust and minerals mitigation such as dust covers etc. as required by Condition 6 of permission 16/04637/FU. Though these are only snapshots in time, it would indicate an inconsistent use at best. The applicants own submitted photos in application 20/01677/FU also show no use of such covers etc.
It is also stated in the AECOM supporting letter there have been no complaints regarding dust etc. This is not the case and again can be evidenced from complaints from residents at the H2010 development.
In addition, this area of the Aire between the H2010 estate and the application site(s) has also seen an increase wildlife, since the original application was made, due to ongoing improvements across the river.
There is no attached impact study done by the applicant on the impact of their operations on this wildlife and thus whether it is having no impact or is acting as a drag on the biodiversity renewal of this area.
I would ask officers to defer any decision until the applicant can defer this decision until feedback can be given to answer to these concerns.
